Kerrville issued a shelter-in-place order Thursday morning, and Comal County ordered a mandatory evacuation for everyone along the Guadalupe River, warning residents to &quot;leave now.&quot; Flooding also struck the Pedernales River in Gillespie and Blanco counties and Seco Creek in Medina County.<br \/>\nFlood sirens installed after last year&#8217;s disaster activated for the first time overnight as water levels rose rapidly. State lawmakers say new disaster-response funding and warning systems passed in the aftermath of last year&#8217;s tragedy appear to be helping \u2014 officials confirmed that summer camps near Kerrville, many housing children, were not in danger this time, a stark contrast to last year.<br \/>\nStill, officials warn the flood threat isn&#8217;t over.
