A man was taken into custody Monday morning, July 20, after setting off an incendiary device outside 26 Federal Plaza in Lower Manhattan — a federal building housing ICE offices, an immigration court, and the FBI’s New York field office.
According to law enforcement, the suspect poured a flammable liquid outside the building’s entrance and ignited it, creating a large plume of smoke; the device is believed to have combined fireworks and a flammable liquid. Two people suffered minor injuries. The fire was extinguished before reaching the building itself, and officers apprehended the suspect at the scene within moments.
Law enforcement sources say the man was carrying a pellet or airsoft gun along with anti-ICE material, and was pulling a cart containing additional airsoft-style rifles, fireworks, and other items — one bearing a sign reading "ICE off our streets." It has not yet been confirmed whether any weapons found were real. Authorities describe the suspect as having a documented history of anti-ICE activity, though an official motive hasn’t been released.
The FBI’s Joint Terrorism Task Force and the NYPD Bomb Squad are investigating. NYC Mayor Zohran Mamdani called the incident "deeply disturbing," saying his office is coordinating with the NYPD and supporting the federal investigation, and expressed relief that no one was seriously injured.
